CCPanel v13.12.3 Released

What's new: Manage User Privileges is now cPanel-style across all three database types: picking a user and database loads the privileges immediately (no Load button), and MongoDB's toggle is labelled "ALL PRIVILEGES" like the others. Each type keeps its own real privilege/role set.
