CCPanel v14.18.3 Released

What's new: Removed the whole 'System Packages' category from Install an App. Its items were placeholders that were either irrelevant on Ubuntu (Rebuild RPM Database — RPM is RedHat-only) or duplicated features we now have (Update Packages is covered by Update Apps and System Update).

Upgrade to v14.18.3 — run a single update command from your panel, or see the documentation for details.
