CCPanel v14.38.0 Released

What's new: Ruby Application one-click installer (step 5): pick a domain, app name, Ruby version and port; CCPanel scaffolds a Rack app, installs puma, runs it as a systemd service and reverse-proxies the domain. Plus a root Ruby Versions page to install Ruby 2.7–3.3 from the Brightbox PPA (via launchpadcontent, avoiding launchpad.net). Agent gained /apps/ruby and /runtime/ruby/install.
