CCPanel v14.40.0 Released

What's new: Ruby version install no longer times out: it runs in the background on the agent (returns immediately) and tries a pre-built binary via rvm first — falling back to a doc-less parallel ruby-build compile only if no binary exists. The panel shows an "installing in the background" note; refresh to see it appear. Fixes "request failed" on Ruby installs.
